By removing malls, fitness centers, and movie theaters from Phase Four, the Governor’s office has further confirmed we are not in a four-phase reopening as originally billed to and relied upon by the people of New York. We and our small businesses are struggling. Even so, most recognize the need to mitigate the risk to our most vulnerable, and are willing to do our part in reopening well. The people and small businesses of Western New York are resilient, but we need a reopening plan we can rely upon. Anything less is a disservice to the great number of New Yorkers needing to return to work to make ends meet.
